The score reads conditions against what the species prefer; it is not a safety verdict, and it is not the agency — always confirm the rules with them.

If the last reading was below the stop, the app says the gauge has gone quiet and reasons from what is still measured. If it was at or above the 70 °F stop, RiverFinn keeps the avoid warning rather than quietly withdrawing it — and once the reading is too old to count, says it cannot confirm the water until a fresh one arrives. A dead sensor is not a cold river.

No. It measures water, not fish. RiverFinn has no fish counts, no run-arrival data and no way to know what is happening under the surface — it reads the gauge, the forecast and the agency, says what they add up to, and says what it cannot see. On a steelhead or salmon river it rates the water rather than the fishing, for exactly that reason.
